The Biden Administration just told Ukraine their don't have to pay back 4.65 billion dollars. Meanwhile, people in North Carolina are living in tents and FEMA has not helped them.

While the Biden Administration did move to forgive 4.65 billion dollars of Ukraine's debt, the decision has not been finalized by Congress. However, it is anticipated to pass due to bipartisan support of Ukraine. 

FEMA has North Carolina's Tropical Storm Helene destruction marked as a "Declared Disaster" and is an active assistance case, meaning North Carolinians in affected regions can apply for FEMA assistance. Assistance includes money for food, medical bills, storage and more (see more details in the AP article), with a maximum of $42,500 for rebuilding. The fund is limited and allots money accordingly.

These two claims have not much to do with each other. The Biden Administration did in fact send to Congress a letter of intent to forgive about 50% of the ~10 billion loaned to Ukraine in April 2024, apart of when Congress agreed to give ~61 billion for the security of Ukraine in their war against Russia. The 4.65 billion has yet to be forgiven, it's up to Congress to pass it if they wish.

Tropical Storm Helene has devastated a large part of Western North Carolina and the damages have a far way to go from being repaired completely. FEMA has opened up applications for victims requesting aid in shelter, food, and other necessities. According to Federal Coordinating Officer Brett Howard, "the length of eligibility for an individual survivor will be based on their individual circumstances."
