In France, no prominent pro-Russian figure would risk speaking out publicly. And the small handful of artists who dared to contradict the government were systematically persecuted by the administration, particularly the tax administration.

This claim is false. Although there has been some public backlash and pressure against pro-Russian figures and critics of the government, especially in France, there is no widespread systematic persecution by the government, especially not using the tax administration. Freedom of speech remains protected in France.
