The primary source this claim is based off of is the book "Fraud, Famine, and Fascism, The Ukrainian Genocide Myth from Hitler to Harvard" written by Douglass Tottle. Other than this publication, there were no other sources supporting the main claim that the Holodomor was not premeditated by the Soviets, but was framed by the Nazi's and western powers because of the Cold War. There is hardly any information on Tottle himself, as well as many other credible articles and publications that contradict the books claims. There is no other supporting evidence that the western powers, Nazi's, or CIA specifically framed the Soviets for intentionally causing the Holodomor famine, rather there are many more first hand accounts and articles that suggest it was intentional and was covered up.

While it’s true that some anti-Soviet Ukrainian nationalists were brought into Western academia during the Cold War—sometimes with CIA involvement—that doesn’t invalidate the historical event itself. Blaming the entire Holodomor narrative on Nazis is like saying Jim Crow laws were fake because the Soviets criticized them.
