This claim is from and article on CNN. It argues that President Trump is pushing for more executive power by weakening Congress. While I can't read the article, because I don't want to pay a subscription for CNN, I can confirm this claim as correct. According to the New York Times the white house canceled almost 5 billion in foreign aid that lawmakers already approved. Usually Congress has the power to declare war, and with the war against Venezuelan drug cartels announced by the Defense Secretary was not authorized by Congress. To many Senators it is a direct violation of the Constitution. President Trump has also gutted many government agencies that help congress including the US agency for International Development. All these changes and more support the claim that President Trump is grabbing power by removing a lot of the power congress has.
