In the linked post, Musk actually said "the radical left" is importing voters, not the "radical right". The left's purported import of immigrants to become political tools has been a common talking point for Musk. An October 2024 fact check on this topic by BBC notes "Since July [2024], Mr. Musk has posted at least 22 times about voters being "imported" from abroad in order to "turn all swing states blue". 

A big wrench in Musk's angle is that, voting as a noncitizen carries severe legal penalties and is exceedingly rare due to the lengthy and complex process required to gain eligibility. The Migration Policy Institute details the long process to vote legally and emphasizes 

"claims that migrants are being allowed into the United States so they can vote rest on the unfounded assumption that immigrants can quickly become voters. But to become U.S. citizens and thus be eligible to vote, immigrants must first receive legal permanent residence (aka getting a green card) and typically spend five years in that status (three if married to a U.S. citizen) before becoming eligible to naturalize. In the case of migrants crossing the U.S.-Mexico border, they face a complicated path of a decade or longer to U.S. citizenship and may not ever have any pathway at all."

The federal voter registration form notes that non citizens can be fined, imprisoned or deported for provided knowingly false information, and noncitizens who falsely register to vote can lose the ability to ever become US citizens. 

Data on noncitizen voting further undercuts Musk’s assertion. NPR reports that "after the 2016 election, the Brennan Center for Justice, which advocates for voting rights, surveyed local election officials in 42 jurisdictions with high immigrant populations and found just 30 cases of suspected noncitizens voting out of 23.5 million votes cast, or 0.0001%."

Even when focusing solely on legal immigrants who are eligible to vote, the data do not suggest overwhelming support for Democrats. A Brookings Institution analysis of 2024 election polling found that among foreign-born respondents who said they would “certainly vote,” only 55% favored Kamala Harris, while 41% supported Donald Trump. Brookings also noted that “on social values issues, foreign-born migrants are almost twice as likely to hold conservative or very conservative views and still identify as Democrats compared to the overall population,” indicating that immigrant political views are complex and do not align neatly with the platforms of American political parties.

While some Democrats do advocate for more open immigration policies, there is no credible evidence that such positions have led to widespread illegal or legal voting for Democratic candidates—or that they reflect an intentional effort by the party to engineer electoral outcomes (not to mention that whether or not such Democrats would be reasonably considered "radical" is a matter of opinion that hasn't been explored in my fact check).
