I could not find any article relating to the arrests. In fact it is a really baseless claim. The only remote thing I can find that is somewhat related to this claim is an article made 3 weeks before this claim was posted. The New York Post reported that Ukraine themselves confirmed the drone strike on the Druzhba oil pipeline with information of mulitple telegram messages of pictures of the pipeline in flanes. Other sources also report Robert Brovdi, the commander of the drone forces, said they inflicted "comprehensive fire damage."  However this claim was also never confirmed by Russia or any other source. 

Once again the New York Post article was published 16 days before the claim of arrests made. I believe this could just be a potential bot account made for random spam.
