I find the statement to have partial truth but be misleading. Obama’s total deportations were higher, but the claim of “75% of deportations were expedited without due process” overstates the data, and there was documented criticism from democrats and civil rights groups. According to the Office of Homeland Security Statistics (Yearbook 2022 | Table 39), an entity within the Department of Homeland Security that collects, analyzes, and publishes data on immigration statistics, reported that within the fiscal years between 2009 to 2017, relative to Obama’s time as president, there was a total of 3,346,831 removals, not including administrative returns. During Trump’s first term between fiscal years 2018 to 2021 there was a total of 997,845 removals. When comparing total deportations throughout Obama's two terms, yes, he did deport millions more than Trump did over his first term.
However, the claim of “75% of deportations being expedited and without due process” is misleading. Expedited removal utilizes administrative procedures that bypass-immigration court hearings under a legal process authorized by 8 U.S.C. §1225(b)(1). While it is a lawful process, its fairness is questioned by advocacy groups like ACLU who have criticized its use for limiting immigrants’ ability to access legal representation or a court hearing.
Throughout Obama’s presidency FY 2013 was the peak of immigrant removal at 432,334. It was this year that expedited removal accounted for about 44% of removals (approximately 190,226) according to DHS Immigrant Enforcement Actions Report of 2013. This is far lower than 75%. On Trump’s side, removal peaked in FY 2019 at 347,090 (Immigrant Enforcement Actions Report of 2019). This year expedited removals made up 46% of removals (approximately 159,661). The data illustrates how during peak removal years both administrations used expedited removal comparably.
As for the claim of Democrats staying silent during Obama’s presidency, there are several documented criticisms. As mentioned in the other response, Obama was known as the ‘deporter in chief’ as cited in USA Today, along with many criticisms on his immigration policy with democrats lashing out over immigration raids as cited by Politico, protests documented with "Democrats furious over Obama administration deportations" (PBS), and the administration being accused of prioritizing "Speed Over Fairness" by ACLU.
To conclude, Obama’s deportation numbers currently do exceed Trump’s significantly. However, the claim that “75% of deportations were expedited” is misleading and exaggerated, and Democratic criticism of Obama’s policies were both visible and documented.
