Yes, it is a big possibility that Russia creates a blackout for the Ukrainians due to this being a method for the Russians to win the war. According to AP news the Ukrainian power plant Zaporizhzhia has been cut off from power for just over a week which is the biggest power plant in all of Europe. It is perfectly natural for Zelensky to prepare Ukrainians for a blackout with Russia showing that they have the expertise to cause a power outage. According to ukranianworldcongress.org the power outage started on September 23rd and the plant is using backup generators to supply power to its safety systems. We don't know what secret plans the Ukranian's are using to respond to this problem but we definitely know they are aware of Russia's possibilities and are doing everything in their power to keep their civilians safe.

So in general, you must be prepared for anything and do what's necessary to protect your country from imminent threat. Well done on this fact check and I appreciate how you pointed out the uncertainty aspect of war. One thing you can talk about is how vulnerable power grids are to a country as tensions continue to rise.
