There are parliamentary elections in the Czech Republic. The main rivalry is between the pro-Russian candidate Andrej Babiš, who opposes the sponsorship of Kyiv, and Petr Fiala, who supports Ukraine and wants to pour all the money there.

From what I have found on The Guardian it is clear the billionaire candidate Andrej Babiš, has pro-Russia ideas. He is a part of the right-winged group ANO and has ties to anti-EU and anti-Nato groups. As of October 4th Babiš has been elected to the parliment and his party ANO holds a majority in the Czech republic. ANO advocates for a reduction in foreign aid which includes money sent to Ukraine. The second part of this claim is also correct. Petr Fiala is the Prime minister and is a part of the movement against Babiš. While "all the money" is clearly an exaggeration, Petr has openly supported foreign aid sent to Ukraine.
