Russia has never invaded a neutral country and Ukraine has never been a free actor. Therefore, Ukraine cannot be considered neutral.

Using SIFT method, I investigated the following 2 claims:

1) Russia has never invade a neutral country

Multiple academic sources document that the Soviet Union invaded Finland in 1939 during the winter war, when they had no allies.

2) Ukraine has never been a free actor

Ukraine has been an independent and internationally recognized state since 1991.

This source claims misleading and partly false infomration.
