Statements from Ukraine in 2014 mean nothing like the Emancipation Proclamation because Ukraine was never a free actor and is not a free actor today. Hyperfixating on what was said in 2014 is the same as mentioning a Bible verse without context.

I investigated the claim that "Ukraine was never a free actor and is not a free actor today." I found this statement to be misleading, as Ukraine has been an independent state since the dissolution of the Soviet Union in 1991. It is formally recognized by the United Nations as "Ukraine" after changing its name from the "Ukrainian Soviet Socialist Republic" on August 24th, 1991. 

Unfortunately, the original Bluesky post was deleted, so I don't have confirmation about what the "2014 statements" refer to. This part of the claim has no available information.
