On May 22, 2026, Ukrainian forces used 16 drones to attack Luhansk Pedagogical University in Russia. As a result of this, 21 students were killed, 44 were injured, and Putin now vows they will have consequences. Although I was able to find a source to confirm this, there is almost no information on this claim.

21 students were killed after The Luhansk Pedagogical University dorms were attacked by Ukranian forces. They used 16 drones to carry out this attack, and left an additional 44 people injured.

The source I used may have a high bias for Russia. The news agency this came from is a Turkey company that avoids overly hostile language towards Russia, and sometimes comes off as “pro-Russia”. This lack of painting the country in a bad light could lead to bias when reporting.

The source I have provided above supports the claim I am fact checking, and TV news reports from Russia.

The source I found was one of the only ones I could find on this claim. Because there was so little information, or not many articles, the claim is undermined.

When I tried contacting the person who made the original claim, I was not responded to.

Think of this as your investigation log. Answer each question to explain what you discovered and how you got there.

1. Write a brief overall summary of your findings.

According to Russian Officials on may 21-22 there was a ukranian drone strike on a Dormitory and educational buildings on the Starobilsk campus. The Ukrainian forces have claimed to have carried out an attack in the Starobilsk area but stated that they targeted a russian military unit not a civilian dormitory.

For this occurence I was unable to find anything that confirmed either the word of Russia's claim or Ukraine's claim. The united nations had noted a security council meeting but they could not confirm the accuracies of the report.

The claim that 21 student were killed is true, however the claim that it was at the hands of ukraine cannot be confirmed yet. Which makes this claim as disputed because right now it is ones word against the other.

After fact-checking the claim that "21 students in Russia were killed by Ukraine," I found that the claim is partly true but misleading. The strongest primary source was a United Nations statement (https://www.ungeneva.org/en/news-media/news/2026/05/118978/ukraine-un-alarmed-reports-deadly-strike-dormitory-occupied-luhansk), which reported that a strike hit a vocational school and dormitory in Starobilsk, a city in Russian-occupied Luhansk, and that civilians were reportedly killed and injured. However, the UN also stated that it could not independently verify the details because it does not have access to the occupied territory. The strongest secondary source was a Reuters article (https://www.reuters.com/world/europe/death-toll-student-dorm-strike-rises-10-russian-installed-official-says-2026-05-23/), which reported that Russian officials blamed Ukraine for the attack while Ukraine denied targeting civilians and said it struck a Russian drone command unit. The UN's potential bias is its focus on humanitarian concerns, while Reuters may be limited by its access to information from both sides of the conflict, though it is widely considered a reliable news organization. Evidence supporting the claim includes reports that a strike occurred at a student dormitory and that 21 people were killed. Evidence undermining the claim includes the fact that the strike occurred in Russian-occupied Ukraine rather than internationally recognized Russian territory, and that independent organizations have not verified whether the victims were specifically targeted students or whether the intended target was a nearby military site. Overall, the claim leaves out important context and presents disputed information as a confirmed fact.

The claim that 21 students in Russia were killed is true, but there is not enough information about the attack yet to be making big claims. 21 students at a dorm at Starobilsk Professional College in the town of Starobilsk, a Russian occupied town in Eastern Ukraine. According to the BBC, the town is in a Ukranian region that Moscow has claimed to annex, creating tensions over the territory. The attack has sparked Russian accusations and denial from Ukraine on the source of the attack, with Russian President Vladimir Putin calling it a "terrorist attack". The United Nations has not been able to verify if the attack came from Russian or Ukranian officials, both countries who are able to place blame on the other country because the town is in Ukraine but is in a Russian annexed region. The UN does not have access to the area of Starobilsk and cannot verify the details of the strike on the college.
