On February 17th, @KelliKayK on X posted an image of United States Assistant Secretary for Health Rachel Levine with the caption:

"BAT SHIT FUCKING CRAZY"
@KelliKayK's bio reads, "unapologetic, no filter, I make memes." They post far-right memes and propaganda to an audience of over 30K.
When you type "Rachel Levine climate change racist" into Google, a warning pops up at the top saying that it looks like results to the search are changing quickly and that the user should 1. check the source, and 2. check back later.
We've already checked the validity of the source from X and concluded that they're a far-right meme page. And while Rachel Levine never outright said that climate change is racist, we can trace this back to something she said in a video for Black History Month:
"Climate change is having a disproportionate effect on the physical and mental health of Black communitie... Black Americans are more likely than white Americans to live in areas or housing that increase their susceptibility to climate related health issues.” A study published in the Science Advances journal published that Black, Latinx, and other marginalized communities are more at risk of living in areas exposed to wildfires.
So while Rachel Levine did not say such a blanket statement as the original post was implying, it did come to a longer video with more context.
