According to an article I found, someone accidentally receiving two ballots is not super uncommon. However, the system will not allow both ballots to count as two votes. https://abcnews.go.com/Politics/received-ballots/story?id=73770669

Not only does the system not allow both votes to go through, it is also illegal according to the article I found.

Relating specifically to the person in the post, I found that they did in fact receive two ballots. The reason for this is because they changed their address and so one was sent to the old and new address. However, as found in the other articles, she will only be able to submit one.
