This claim is true. NBC interviewed Tolga Öncü, head of retail at Inkga Group, who is the biggest owner of Ikea stores. There are multiple quotes of him saying they are focusing on cutting down prices instead of profitablity since, "everyones wallets have been thinner". He explained the plan to reduce prices world wide in Ikea stores.
