I'm confused. They have said many times that TikTok is getting banned but it's never actually happened. Would TikTok be getting banned on every user's devise or just government devises?

This headline is sort of true and sort of not, President Joe Biden just signed a legislation that could allow for TikTok to be banned in the US unless the Chinese owner sells his app within the year. So to answer the questions, no it's not getting banned today but sometime down the road it could be. The US doesn't want China to have access to millions of US citizen's data. So if the owners dosnt sell it will be banned in the US.

This headline is semi-true; It is currently undecided whether or not TikTok will be banned in the United States but is definitely possible. The ban has been approved by Congress and has to be passed by Biden (Associated Press). If it is passed, TikTok will be unavailable across all devices, but we will have advanced notice before the ban happens and it will not happen for at least several months. According to CNN, TikTok CEO Shou Chew is fighting to keep the app legal in the U.S. The fact of the matter is that this ban is possible.
