This claim does not seem to be true. While historically Democrats have often been wary of Republican policies of increasing border security, that has changed in recent years. Though they still may disagree on the ways of increasing border security, Democrats have actually been looking to pass bills to regulate border crossings and the process towards citizenship -- not opening up the border, as Musk's post suggests. As of late, it has actually been Republicans denying federal border security bills, according to the AP News article linked below.
