This is a misleading headline. Their proof is the public Royal Diary of the Royal Family's public engagements. (https://www.royal.uk/media-centre/future-engagements) While the calendar on the website allows the user to choose any date they'd like, the Royal Family clearly states "Official engagements to be undertaken by members of the Royal Family are published up to eight weeks in advance." Prince William does not have scheduled royal engagements in the next eight weeks according to the Royal Diary. 

However, it does not mean he has no public engagements scheduled for the rest of the year. Since February, he has already returned to work on a part-time schedule. This may cause him to have significantly fewer scheduled public appearances than before, but it doesn't mean he does not have anything scheduled. (https://www.vanityfair.com/style/prince-william-goes-back-to-work-without-reportedly-a-full-time-schedule)
