According to several articles I found climate scientists are pretty certain that cloud seeding is not the cause of extreme flooding. The believe that climate change is very likely the actual cause of these extreme floods recently in Dubai.

Both of these sources explain how cloud seeding was not the causing factor in the flooding of the UAE. While it may have been an add on to the severe rain it is likely not the cause, said Daniel Swain, a climate scientist at the University of California, Los Angeles. The increase in heavy rain do to climate change is what is to be believed the leading factor in the floods.

This claim has been debunked. I found a news website stating, "Experts and officials have debunked the speculations that cloud seeding caused the rainfall."

This is false. Cloud seeding may have played a part due to an increase in rainfall, it is not directly related to the flooding. In this Times articles, Roslyn Prinsley, the head of disaster solutions at the Australian National University Institute for Climate, energy, and Disaster solutions, says "It is very unlikely that cloud seeding would cause a flood".

Likely misinformation

Cloud seeding is a technique developed to release particles into clouds to help induce rainfall.  It has been in use for decades before this.  While cloud seeding is effective, it is not powerful enough to cause flooding.  

The flooding in Dubai is more consistent with the effects of climate change, according to Richard Allan, professor in climate science at the University of Reading.  Experts say that while cloud seeding could have had an effect, it would be a minor one at best.  

More research is required to arrive at a conclusive answer regarding climate change and the effects of cloud seeding, but the primary cause is likely climate change, not cloud seeding.

Although cloud seeding is used in Dubai to increase their annual rainfall, experts claim that climate change is the reason for the unusual flooding. Andre Kruczkiewicz, the senior researcher at Columbia Climate School claims that this rain was forecasted days in advance, and a cloud seeding operation would not have taken place knowing the unusual rain was coming.

The tiktok video is unavailable but researching the statement above. I found an article from CBS called “ What is cloud seeding and did it play any role in the Dubai floods?”. The article claims that “cloud seeding” wasn't the result of the large amounts of rain that Dubai received.  A meteorologist, Ryan Maue, was quoted verifying that it’s false.
