This claim seems to be true. I was able to go from the article to the KNCA report to the KPA report itself. The report from the North Korean military stated "to this end, a project will be launched first on October 9 to completely cut off roads and railways connected to the ROK and fortify the relevant areas of our side with strong defence structures."

I was curious on the use of kcna as a resource. It does seem to have biases and factuality tend to not be the best(https://mediabiasfactcheck.com/korean-central-news-agency/ ). Though I see that it highlights a perspective of one the parties. Though it might be helpful to highlight other medias that give a different view and understanding of the situation. As it seems that there has always been tension but recent events and with the US election coming up it seem to be more complex of a situation.

I believe this claim to be true due to the research I was able to conduct on the claim that the person provided. I first read through the article that was given, which did indeed prove its claim, then wanted to find one of my own in order to successfully be able to see if its true. By using Le Monde, a French newspaper, I was able to find this quote "In what Pyongyang described as a 'major military step,' the regime announced that it would have soldiers 'cut off roads and railways' connecting it to its southern neighbor". By using this data, we can prove the claim stated to be correct.

I was wondering why you chose Le Monde as a source. I was able to find much more universally known publications that had information that agreed with the claim. I think it just makes a little more sense to use a source that more people are generally more familiar with and understand to be reliable source.
