A new law banning legacy and donor admissions at private California universities, including USC and Stanford- among the handful of schools that admit a significant number of children of alumni or donors - was signed by Gavin Newsom, who said the action will promote equal educational opportunities.

This is true. Assembly Bill 1780 has recently been passed which would "prohibit, commencing September 1, 2025, an independent institution of higher education, as defined, from providing a legacy preference or donor preference in admissions, as defined, to an applicant as part of the regular or early action admissions process."

The headline of this article is misleading. This strictly applies to private, non-profit institutions. According to Gavin Newsom's website, this practice has been outlawed at public universities for quite some time:

It looks like the article you read spoke to representatives from a large handful of Californian Universities, as well as Gov. Newsom and Assemblyman Phil Ting, who are both cited in the writing and passing of the bill. Further research supports this claim, as there are a number of articles who cite the same statements. Assemblyman Ting is cited the most amongst these articles, as his statements about diversity, equity, and equality are mentioned often. Additionally, Ting's information page, Governor Newsom's website, as well as the official website of the State of California, all confirm that this ban has passed.

jiricekrispie, you explain that several other articles cite the same statements from Governor  Newson and Assemblyman Ting. It would also be helpful to link those articles to verify if those sources are credible.
