This claim is true. The article includes video evidence and references the defense intelligence of Ukraine. The defense intelligence intercepted a phone call with Russian forces, where they discussed preparations for incoming North Korean military personnel.

Other news sources have also covered this topic, making similar claims, including The New York Times, The Wall Street JournalEuronews, and many others. 

The Institute for the Study of War assessed the Russian Offensive Campaign. Their assessment backs up this claim as well. They stated that the Ukrainian president is expecting Russia to deploy North Korean soldiers in unspecified combat zones, due to the vague and suggestive statements of Russian and North Korean leaders.
