This claim appears to be true. The Oregonian is a well-known credible source for Oregon news. The article written by reporter Noelle Crombie tells the story of Joshua Webb, 43, who decapitated his mother, killed his dog, then stabbed a store employee after carrying his mother's head into the store with him. He pleaded guilty with insanity after the crime in 2018 and has been at the Oregon State Hospital ever since. This story is undeniably true as there were numerous national news outlets reporting this story back in 2018. The claim at hand is that the doctors at Oregon State Hospital say that Webb is well enough to leave the state hospital and be transferred to a residential treatment facility.

Dr. Karl Mobbs, a forensic psychiatrist involved in Webb’s treatment for about 18 months advocated that Webb should be moved to the treatment facility claiming that, "Mr. Webb has been doing well for several years." Dr. Mobbs goes on to advocate heavily that Webb is ready to be transferred as he "avoids conflict with other patients" and attends "therapeutic opportunities" more often than other patients.

The Oregonian is a trusted newspaper for reporting the Oregon happenings. This article is from a trustworthy source, that also reported on this case's original crime and court hearing. The original crime was written about in AP Daily, and the court docket entries are available online. There is a follow-up article about where he will be released to. According to The Oregonian, the Oregon Psychiatric Security Review Board ruled on his transfer. There is no information from the Review Board linked in the Oregonian article, but anyone curious can request the public records in a link below.
