Most NBA analysts believe the Portland Trail-Blazers are slated to finish last in the nba this year. Others believe they have the talent and if developed they will become a decent team in a stacked western conference.

This is a prediction being made before the season starts. In the attached article, reasons and evidence are given for why the Trailblazers could potentially finish with more wins than expected, but it is an opinion piece that cannot have a conclusive answer. Therefore, the statement of the team finishing with over 20 wins at the end of the season is not a fact and cannot be proven until much later in the NBA season.

It’s not true nor false, it's a prediction based on how they did last year in the season. With just reading the first sentence, it talks about how Damien Lillard was traded for another player.  Which may affect their winning this season. I did some research on Damien Lillard and more about the trade and I linked the source below. He played for the trailblazers for about 11 years. In the rip city project article says that there are many injuries going on. In conclusion and talks about the players coming in, but it’s not exactly how many games they will play this season.

This is an opinion not a fact. It's like placing a bet there is no evidence to accurately base this as true or false. As you said some believe this and some believe this, that is because it is based on other people's opinions.
