Three people have been charged in the death of former One Direction singer Liam Payne.

These people have been charged with "crimes of abandonment of a person followed by death, supply, and facilitation of narcotics." Payne's lack of consciousness ruled out self-harm to be the cause of death. The homes of employees of the hotel and a friend of Payne's were raided, where they found drugs and hard drives.

According to a statement from the National Criminal and Correctional Prosecutor's Office No. 14, 

"Illicit conduct was discovered from which three people were charged with the crimes of abandonment of person followed by death, supply, and facilitation of narcotics." 

(Translated from original Spanish)

This, along with the countless news outlets reporting this, leads me to believe the first part of the claim is true. As for the second part, the same statement reads:

 "For the prosecution, this situation would also rule out the possibility of a conscious or voluntary act on the part of the victim, since, in the state in which he was going through, he did not know what he was doing nor could he understand it." (Translated)

This evidence shows that this claim is true.
