I find this statement to indeed be true. The source provided from thehill.com uses a CNN clip of the aid in question, stating these arguments. The link showing who Jamal Simmons was showed that he was "Communications Director for the Vice President, 2022 - Present" which reasonably matches the claim of him being Harris's aide.

The main claim of this article is verified and true and has more news coverage from other outlets. The original source of this claim was CNN as the aide made his comment on there.
