I could not find any official document or press release stating that the UK is attempting to do this, and the story seems to only have been picked up by right-wing news organizations such as Fox News and Daily Mail which does not make it necessarily wrong but it is odd. A Welsh-based non-profit news organization, Cymru (https://nation.cymru/news/welcome-to-nation-cymru/), debunked the claim and I think their paper is more accurate because it is more local-based and it is not driven by a singular ideology.

I am unsure of the legitimacy of the claim made that the creation of dog-free zones in the UK is to accommodate minority groups. However, the Telegraph, which is a notorious British tabloid known for spewing untruths, reported that the Welsh government was advised to create dog-free zones in order to make the outdoors "anti-racist". An environmental group called Climate Cymru BAME filed a report stating that authorities should create “dog-free areas in local green spaces” in their mission to rid Wales of racism by 2030. Wales is actively working to support policy making that eradicates racism. However, such an idea of dog-free zones is not yet confirmed by the Welsh government as an actual plan they aim to implement.
