According to Sea Otter Savvy, a research group dedicated to sea otters, sea otters are mostly peaceful animals, but can attack humans if they feel threatened or are defending food or their children. The recommendations for encountering sea otters is similar to most other wildlife. You should try to keep your distance as to not disturb the animal, and should prevent your dog from harassing the animal as to protect everyone. So while sea otters may be more violent than people realize, they are mostly peaceful animals, and problems can be avoided by giving them their space.
