Unfortunately, this is suspected to be true by police. Here is an article from the NYT:  https://www.nytimes.com/2024/12/05/world/asia/philippines-kidnapping-american-elliot-eastman-dead.html

Elliot Eastman, an American living in the Philippines, was abducted and likely killed by his kidnappers in October. After being shot and taken on a boat, police believe he died on the day of his abduction. His body was likely thrown overboard afterward. Four men have been arrested in connection with the crime, but other suspects are under consideration.
