"Fiftieth Anniversary of Uncovering the Tuskegee Syphilis Study: The Story and Timeless Lessons" from the National Library of Medicine also states that 399 men with late-latent syphilis were chosen to be subjects for a study about the natural history of untreated syphilis, along with 201 men who did not have syphilis and were chosen as control subjects.
