Fact-checked: False. 

Bush and Carter didn't pardon relatives. Factcheck.org reported that Billy Carter and Neil Bush were both embroiled in controversies, but they were not criminally charged or convicted and they did not receive pardons.

Hello! Thank you for providing me the information surrounding your claim. After doing some further research (https://www.newsnationnow.com/politics/family-members-received-presidential-pardons/), it seems as if it correct that Biden is not the only president to be pardoning family members. According to this source above and USA today, Trump pardoner Jared Kushner's, his son-in-law, father, and Bill Clinton pardoned his brother, who was facing drug charges. However, according to Joedy McCreary's, a fact-checker for USA today, Carter and Bush did not pardon family members according to the U.S. pardon attorney's office. Neither Billy Carter or Neil Bush received pardons. So, this claim is correct in saying Biden was not the first president, but it's usage of Carter and Bush is not.

Wouldn't the rating be false if two presidents listed in the claim did not pardon family members? Also, please include URL links for all your sources next time (re: USA Today).
