This claim is misleading, if not false. There is no evidence that Biden improperly withheld a loan of $1 million for any reason concerning his son, Hunter Biden, his son's involvement in the company Burisma, or Shokin's involvement in an investigation of Burisma. According to the National Anti-Corruption Bureau of Ukraine, Burisma Holdings was not under scrutiny at the time Joe Biden called for Shokin to be fired. The prosecutor, Viktor Shokin, was viewed as corrupt and unfit for his position, which was a main factor in Joe Biden withholding this loan to pressure the government into removing Shokin from the Prosecutor General's Office. This claim seems to originate from Trump, his political campaigns, his supporters, and certain republican representatives and politicians, including his personal attorney, Rudy Giuliani. In short, this claim is misleading because Biden did withhold a loan to pressure the government into firing Viktor Shokin, but not because of anything to do with Hunter Biden or Burisma.
