After checking multiple sources I have come to the conclusion that the statement is true. Although the information from Russ Vought was correct it is misleading as he claimed it was going to unconstitutional DEI practices which were the reasoning for the pause of funds but there is no evidence to support his claims. Russ Vought is a reliable source as he is the director of The United States office of Management and Budget and he refers to the X account of the U.S Department of Transportation. The content is fairly new as it was sent out on October 1 and many other main stream news sources are reporting this such as the Washington Post and NBC news. The text is mostly neutral and the headlines do indeed line up with what was said by Vought.
