In late October an athlete Terry Rozier and coach Chauncey Billups were both involved in a federal gambling case (via NPR). The two were arrested and are in the process of reviewing their indictments, according to press statement from the NBA, and are both on leave from their respective teams. 
       Firstly, the linked article by AP news very succinctly denies the claim Billups and Rozier will continue to earn their salary. The headline itself states "Rozier and Billups will not receive NBA salaries while on leave ...", as well as the rest of the main body further corroborating that. Though AP does not give who their resource is. From what I can find though the closest this claim comes to true is the fact the Players Union is fighting for Rozier to get his payday, as the NBA technically can withhold pay, but only for suspension that Rozier isn't currently under. Given their filing of grievance, it seems that the NBA is in fact not paying either parties their salaries in any amount.

After reading the article provided and other articles I have found this claim is false, Terry Rozier and Chauncey Billups will not be receiving salaries while they are on leave due to their arrests for gambling as stated in the article provided. Both were arrested on October 23rd following a federal investigation into illegal sports betting and gambling along with others. Although Rozier is supposed to get his first installment of his annual salary it will be on hold, if Rozier is allowed back in the NBA he could receive his payments in full. Billups is also on hold for his salary until he is cleared as he is under contract at least till the end of next season. The National Basketball Players Association is currently fighting for Rozier to continue to get his salary as they said, “While we are in agreement with the league that upholding the integrity of the game is of the utmost importance, their decision to place Terry on leave without pay is counter to the presumption of innocence and inconsistent with the terms of our Collective Bargaining Agreement,” (CNBC). Neither team has shared a statement but Rozier’s attorney has stated that Rozier is, “not a gambler and looks forward to winning the case,” (The Globe and Mail).
