While the government has been shutdown many air traffic controllers have not been payed, and as a result they have been taking time off, or have been retiring. Because of the dropping numbers of air traffic controllers there's been a large increase in flight delays. Trump is upset with these delays, and the decreasing number of air traffic controllers and took to social media to threaten to decrease their pay.

Yes this is true since it was officially stated by Trump on his Truth Social account witch can be seen through this link https://truthsocial.com/@realDonaldTrump/posts/115526123205979749

In this link Trump states in his own words that "All Air Traffic Controllers must get back to work, NOW!!! Anyone who doesn’t will be substantially “docked.” For those Air Traffic Controllers who were GREAT PATRIOTS, and didn’t take ANY TIME OFF for the “Democrat Shutdown Hoax,” I will be recommending a BONUS of $10,000 per person for distinguished service to our Country"

In addition numerous articles report on this official statement by Trump in articles such as the Axios article "Trump threatens to cut air traffic controls pay" where they reference the post by Trump and provide further insight.
