California rescinds 17,000 immigrant commercial driver's licenses

The articles title states that California has already revoked 17,000 immigrant commercials driver's licenses, however in the article it says "California plans to revoke 17,000 commercial driver’s licenses given to immigrants" (Funk, 2025). The discrepancy between the claim made in the articles title as well as the information provided in the article raises the question: has California already acted on this, or is just planning to. Has California already taken away 17,000 commercial drivers licenses from immigrants? This is a serious matter as it could mean that there are a large number of commercial trucks being driven with expired licenses.

It seems the title is somewhat misleading compared to what is written in the article and others I viewed. Though, the use of these explosive words usually attention-grabbing tactics used by journalists. 

However, I assume that California is currently in the process of revoking these licenses and not yet in the enforcement phase. So, technically, these licenses are still valid until the process is complete. From reading these articles, it seems there was a new federal requirement that has caused 17,000 licenses to be flagged for expiration soon because they were issued under rules that didn’t match federal requirements at the time. The licenses extend passed one's legal status in the US and California is in the process of fixing it before there is a security and safety risk.

The title of this Yahoo article suggests that the rescinding of these licenses has already happened. This is not necessarily the information that the article itself reveals. A quote by Senator Duffy from the article says “17,000 illegally issued trucking licenses are being revoked”. This is a statement made by a senator, and does not mean that the licenses are being revoked for sure, or have been already revoked.

This LA Times article seems to be in disagreement with Senator Duffy making statements like “Duffy claims’’, this language reveals that they do not support what the senator is saying. They also see the hold on the revoking of licenses as a positive, pointing out how it provides relief for immigrant families who need to be able to travel safely. Although there may still be plans to revoke the licenses in the future, I can not find any sources stating that they have been revoked already. This evidence undermines the claim that the licenses have already been rescinded. Other sources such as BBC https://www.bbc.com/news/articles/cgql5gk38wno suggest the ban will possibly happen in the future, but there has been no rescindment of these licenses currently.
