Yes this is true. According to Instagrams Help Center under the section 'About Political Content Control on Instagram'  It says that they may recommend political content from accounts that they don't already follow if the individual gives signals that they want to see that type of content, It also states that the user can control how often they see political content. https://help.instagram.com/339680465107440/?helpref=uf_share. 

in conclusion, yes instagram does limit political content and only displays it if the user shows interest in the topic. This feature can be changed in the setting part of instagram, this is where the user can change if they want to see less or more political content.
