The claim is that Rishi Sunak was appointed by global elites, not elected, with the goal of implementing global digital currency and other controversial measures like digital IDs and digital vaccine passports.

This isn’t true–Sunak won the leadership race against Penny Mordaunt (and briefly, Boris Johnson) with the backing of 193 British Tory Members of Parliament. It was not a process that involved even members of the opposition party, much less global leaders. 

It’s true that in his role as Chancellor, Sunak launched a taskforce researching a digital currency for the Bank of England, but thus far as Prime Minister Sunak has said little about his plans for Britain’s economic future. Further, Sunak has publicly stated that the government has no intention of replacing cash with ‘Britcoin’.
