A better framed claim would be more of a statement rather than a question. Such as: "Axolotls can be kept as pets legally (you can provide a location to be more specific)."

It depends on the state of residency. They are legal to own in most states, with a permit in New Mexico and Hawaii, and illegal in California, Maine, New Jersey, and D.C.
