This is false. Poltifact (website above) shows the same photo that you posted that was on Facebook. In the Politifact article, author Ciara O'Rouke explains that there's a group of satirical artists that started placing fake government signs in Sydney in 2017 which include odd new rules for the city. The sign about having to wear a helmet to jog was one of the fake government signs. Facebook also flagged this picture as false news and misinformation.

This claim is false. This picture was originally posted by Wowser Nation on twitter, as a joke for their enjoyment. They placed this sign as their first street art intending to alarm people, but some were not in on the joke.

This claim is false. A photo of the sign was placed and posted by the WowserNation. They describe themselves as an art collective that are "exploring the Australian nanny state through subversive street art." WowserNation placed many fake government signs throughout Sydney, Australia. The post that was made of the sign shocked many who weren't aware of the joke. Facebook flagged the post as false information. Many people took the sign seriously, spreading misinformation and ridicule about the public street art.
