Ductal carcinoma in situ (DCIS), also known as intraductal carcinoma, is the earliest form of breast cancer. It’s a non-invasive cancer in which abnormal cells are contained inside the milk duct of the breast. The condition is intraductal or “in situ,

” which means “in place” or “in its original place” because the cells haven’t spread from the milk duct to invade surrounding breast tissue.

I am not sure what claim you want fact-checked.

DCIS is a real condition. From the National Cancer Institute, intraductal breast carcinoma is "also called DCIS and ductal carcinoma in situ."

In an article by the American Cancer Society, it is stated that "DCIS is considered non-invasive or pre-invasive breast cancer." So, because it is pre-invasive, it can be considered an early form of breast cancer. It is also true that DCIS itself is non-invasive. The abnormal cells are contained in the milk duct: "Ductal carcinoma in situ (DCIS) means the cells that line the milk ducts of the breast have become cancer, but they have not spread into surrounding breast tissue."

"in situ" does mean "In its original place" as per the National Cancer Institute's dictionary of cancer terms.
