Unfortunately, the imprisonment and torture in Syria is known under the President Bashar's rulings. First this claim is backed up by some other sources not to mention the NY Times article listed. Although the tweet is by an unfamiliar account they do use a well known source to  back up their claim.

There are many human right organizations that speak openly about the inhumane conditions that the prisons have. One of these organizations is Amnesty

Other sources such as The Guardian the prisons in Syria have 72 different kinds of torture methods. It is of importance to know that Syria has been in a civil war since 2011. Additionally there are many reports listed by The Guardian from torture survivors. I will not directly quote some because they can be triggering for some, but here is the source you can look at.

Yes, this is true. Details of torture is written in an article on the website Amnesty.org titled, "End the horror in Syria's torture prisons." In this article it states that "Former prisoners speak of an endless cycle of beatings. Many of the people we spoke to said they had been beaten with plastic hose pipes, silicone bars and wooden sticks. Some had been scalded with hot water and burnt with cigarettes. Others were forced to stand in water and given electric shocks." 

Additionally, in the same article it states that "As many as 13,000 people have been hanged to death in Saydnaya between September 2011 and December 2015." Mass executions are being held at this prison and the bodies are loaded onto trucks and buried in mass graves, which is a massive injustice to human rights.
