If you continue to read that article, White House Press Secretary Karine Jean-Pierre is stating that she believes that the way the plans Republicans have will bring more harm than good to the American people. She was simply stating her position on the topic, not stating an unbiased fact. The article expresses that some people were not happy with this.

She was not saying they were intentionally wanting fentanyl on the streets or increased crime, but was saying through their propsed plan to cut government spending it would lead to this. She is speaking of possible outcomes due to what will happen if government is spending.

White House press secretary Karine Jean-Pierre said, "It's clear that the speaker's bill breaks House Republicans’ commitment to America. In the run-up to the 2022 election, House Republicans promised to put cops on the beat. Instead, they're fighting to put fentanyl on the street by defunding Border Patrol."

It is true that she said this.
