This is false.

"There is no 'Housing for Labor' program," according to Newsweek and many other fact-checking and official sites.

The tweet referenced in the video was initially posted by the U.S. Ministry of Truth, a satirical political account that states "satire" in its bio. Others have reposted the initial post without the satire disclaimer.

The photo used by the post is of Biden signing the bipartisan budget agreement on June 3, 2023.

This is a concise but informative fact check. You did a great job of breaking down the claim and showing how it is false. Mentioning that the photo used is not at all related to the claim further highlights the intention to mislead people and spread false information. This claim is completely false. After watching the tiktok video I learned that the tweet came from an account called "Ministry of Truth" which is a satirical politics account. They made this tweet as a joke/satire but it was seen by viewers that were not followers and didn't know the background of the account.  Even thought the account tagged the IRS there is no proof on social media or anywhere else on any reputable news sites with this "new bill" meaning this claim is false.

I think this is a very good fact check. As an immigrant I was disturbed by the title of the post and your analysis was on point, with good sources to back it up.
