According to Cosmopolitan, fans speculated that Kate's face was digitally inserted into the picture but a professor of computer sciences at Berkeley concluded that she was not. This claim itself true, as there is not necessarily an argument being made besides just stating that there is a controversy, in which there was. However, the sources are mostly all from opinion-based news sites, so I guess it could be classified as exaggerated as well.

This is exaggerated or misleading because it has not been confirmed that there was any image-altering, only speculation. There are even Berkeley profs and forensics officers looking into the matter and they say it's likely not doctored. At least not heavily doctored, like Kate was not inserted into the image like people were rumoring (https://www.cosmopolitan.com/entertainment/celebs/a60175048/kate-middleton-photoshop-scandal-timeline/). The royal family is facing this controversy though, that part is true, but the headline should not make it seem like it's a "fact" that these are photoshopped.
