This claim is not true. Although the upcoming relationship has brought up a lot of media attention, the two are not in talks publicly about this claim. A Sports Illustrated reported asked, "Who's getting a ring first, the Niners or Taylor?" Kelce responded to this question with hesitation and a sigh. The claim is not true.

While there is one article from Yahoo that makes this claim, there is no additional public information that confirms this claim. The Yahoo article, made in February 2024, reported that a source informed them of Kelce's potential proposal. The source says their relationship got "so serious, so quickly," and that "Taylor and Travis both say they’ve never felt anything like this before.” Speaking on the proposal itself, the source claims, "Travis has never been one for dramatic acts of romance, so he’s been asking everyone what they think. His friends have joked with him that he only gets one chance, so he’d better not blow it!” 

No other source has confirmed this claim. 

During a pre-Super Bowl press conference (Cosmopolitan), a reporter asked Kelce, "The question? "Is there going to be another ring besides the Super Bowl ring if you win this thing on Sunday?" To where Kelce replied, "I’m focused on getting this ring, and that’s all that my mind’s focused on right now."

It looks like you did a thorough job on fact checking this claim but we never got a confirmed "this fact is false," "this fact is misleading" comment making me question your stance on if you believe this claim or not. I do think that it's misleading/false because there isn't any concrete proof besides articles stating this claim.
