If you go into Joe Biden's twitter @POTUS you can see that he has not posted a message like this on twitter. The link to the source that did post this is a troll account that baits people into viewing and interacting with the tweet.

According to this article from Snopes, they go on to talk about how this post is in-fact false. It is a screenshot that was photoshopped by the X user @kloogans. The original post from Joe Biden from his journal that said, "Mental Health is Health."

Biden has posted no such thing on X (formerly Twitter) recently or at all. His twitter page can be found at twitter.com/JoeBiden. his page has no tweets referring to "stroking his sh*t rn"

This picture or screenshot of President Biden's Twitter account stating that phrase is a doctored photo and is not real. It was posted by a meme account on Twitter to bring in views and likes. By just looking at Twitter this can be found out.

The X user @kloogans "reposted" Biden's tweet as if it was actually Tweeted by the President. This is untrue. Disinformation. That isn't to say this tweet isn't hilarious. But, the original tweet said "It's simple. Mental Health is Health." 

It's simple.

The X user under the name @kloongans is a known meme page on the platform. Some of his other content includes making Elon Musk's face smaller every 10 likes. @kloongans altered Joe Biden's original post that says "mental health is health" and changed it to "I'm stroking my shit rn".

This post is false. When on X, the post has no link to the original POTUS post. When doing more research, you can find that this is a spoof that was made on Biden's mental health post.
