The source itself states that there is an overuse in certain healthcare services and that to reduce inappropriate care would require more research in where and why it is being overused. Another important factor is that this article was posted in 2012, over a decade ago, and the article states they looked at studies from 1978-2009, so it would not be abnormal to assume that this situation has changed since this has been posted. I think it would also be worth questioning who this article is blaming for the "overuse" of healthcare. Is it the patients who are self-diagnosing or medical institutions who are misdiagnosing patients? 

I found the article linked below from the National Library of Medicine which conducted a study on what factors impacted overuse of health services and how hospitals handled it. It basically concludes that the health care systems were more financially able to provide quality care, had more resources, and had the capacity to support a large number of patients.
