Is it the patients who are self-diagnosing or medical institutions who are misdiagnosing patients?
I found the article linked below from the National Library of Medicine which conducted a study on what factors impacted overuse of health services and how hospitals handled it. It basically concludes that the health care systems were more financially able to provide quality care, had more resources, and had the capacity to support a large number of patients.
