While many other news sources(ex: BBC, PBS, & Washington Post) are also reporting on the claims made by former President Donald Trump and X owner Elon Musk about aid not being sent to states hit by Hurricane Helene. None have explicitly reported on whether aid is not being sent to southern states or being withheld to be able to use the money on other things. FEMA has, however, posted a rumor response web page for the things being said about Hurricane Helene (https://www.fema.gov/disaster/current/hurricane-helene/rumor-response), and each of the rumor responses defeats the claim made by Trump and Musk about aid not being sent to the southern states.
